Chula Vista, California becomes model for blight control laws in the US

Chula Vista, California becomes model for blight control laws in the US

Tuesday, October 14, 2008

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Existing US home sales fall 9.6% in February

Existing US home sales fall 9.6% in February

Monday, March 21, 2011

Sales of existing homes in the U.S. fell 9.6% in February, the National Association of Realtors (NAR) said today, in a sign that the U.S. housing market is still depressed. The figure was worse than the 3.9% decline anticipated by the economists surveyed by Dow Jones Newswires and questions whether the U.S. housing market is beginning to recover or will continue to fall.

We have an uneven, choppy recovery. Hopefully it is a recovery …

A combination of foreclosures and short sales, where the mortgage holder sells the house for less than owed on the mortgage, accounted for almost 40% of the sales.

Millions of foreclosures have forced down home prices and the number of foreclosures are predicted to rise this year. The inventory of existing homes listed for sale rose 3.5% at the end of February, a 8.6-month supply at the current sales rate. As more homes are listed in the spring, the inventory of houses for sale will probably increase. A five or six month inventory is usually considered a healthy balance between supply and demand.

According to Moody’s Analytics, another 3.6 million bank-owned homes and possible foreclosures will be added to the inventory by 2013, adding to the 6.7 million home foreclosures since 2006. Thus housing inventories will probably continue to remain high, delaying the point when prices stabilize. The median sales price in February fell 5.2%, down to a price level not seen since April 2002.

“We have an uneven, choppy recovery,” said NAR’s chief economist Lawrence Yun. “Hopefully it is a recovery that is taking place.”

High winds in Texas cause property damage and utilities loss for many

Sunday, December 23, 2012

Wind storms swept across a large part of Texas on Wednesday, leaving property damaged and many homes without power.

Downed lamposts and trees were reported in multiple locales. One media source reported overturned playground equipment in the city of Rockwall. Winds up to 40 miles-per-hour (mph) were reported over much of the Dallas-Fort Worth Metroplex. Approximately 9,500 people within Tarrant and Dallas counties were without electrical power as late as Thursday afternoon.

Late Wednesday evening, the National Weather Service reported winds at Dallas Love Field up to 66 mph. The city of Edgewood recorded wind speeds up to 70 mph during the storm; three homes, two barns and two business buildings sustained damage. A home in Chandler was damaged when a tree was toppled during the storm (see photo at left).

Dust from as far away as west Texas covered vehicles and other property early Thursday morning in the eastern part of the state. A car wash manager in Tyler told media his business cleaned about three hundred cars on Thursday, busier than usual even for holiday season.

The Automotive Industry And 2008 What Will The Future Hold?

By Marketing Buzz

Rising fuel prices, unstable financial markets and taxation changes with the apparent aim of getting us to use our cars less often (or at least pay more to use them) have been just some of the issues that have affected the automotive industry in the past 12 months. This article looks at what 2008 may hold for the automotive industry and road users in general.

The US economy and the resulting weakness of the dollar looks like it may well contribute to the price of crude oil continuing to rise as investors have been holding the commodity instead of dollars. This means that as the cost of a barrel of crude oil comes close to the $100 figure then so fuel prices have also continued to rise.

So do higher fuel costs mean we are likely to buy or use cars, vans and Lorries less in 2008? Well seemingly not based on a latest poll of motorists. Despite fuel prices increasing at alarming rates a whopping 79 percent of motorists questioned said they had not changed their petrol and fuel buying habits and had no plans to do so. In fact the motorists questioned said petrol prices would have to increase at even more alarming rates to stop them from filling up.

Environmental issues would it seem not be as important as governments throughout the world as over 1 in 3 motorists confirmed they had no plans to replace their vehicles for more environmentally friendly cars before 2010.

YouTube Preview Image

And so if motorists are seemingly unaffected by rising fuel costs and are prepared to continue driving despite increased road tax and the impact on the environment surely positive times are ahead for the industry in 2008?

Well before car manufacturers and dealers start doing cartwheels, caution would certainly be advised as whilst General Motors can seen promising performance in emerging markets they have seen big losses in both American and European markets.

And with the world economy in such an uncertain state as 2007 draws to a close 2008 could well see new car sales fall with used car sales increasing. Car sales and indeed sales of all types are also likely to increase via the internet in 2008 so car dealers (new and used) without an internet presence should really be looking at establishing themselves in this emerging marketplace.

And what of the actual motorist, what does 2008 have in store for us? Well how about further increases in vehicle tax, more toll roads, increased congestion charges and still a seeming lack of a viable alternative to road use through reliable, clean and safe public transport.

The good news for some motorists on one front is that whilst the government is seemingly do all they can to penalise the motorist, insurance premiums including car insurance, van insurance and motor trade insurance are pretty stable. In fact with such competition in the insurance industry the cost of insurance like combined motor trade insurance could even fall and savings could be made.

And motor traders who are looking to make savings on their motor trade insurance premiums in 2008 using a specialist insurance broker could well be the route to take to make sure they get the protection they need at a price that is right.

GAO reveals $1.6 billion spent on public relations by the Bush administration in 2003-2005

GAO reveals $1.6 billion spent on public relations by the Bush administration in 2003-2005

Tuesday, February 14, 2006

A new 154-page Government Accountability Office (GAO) report says seven federal departments together spent US$1.6 billion on 343 contracts with public relations firms, advertising agencies, and media organizations, as well as individuals involved in such activities.

Congressional Democrats requested the report after several incidents surfaced in which journalists or commentators were paid to promote the Bush administrations programs, but did not disclose the financing, so called payola. In one case, Armstrong Williams was paid $186,000 for promotions of President Bush’s No Child Left Behind law. The administrations position was that an agencies’ mission includes spreading information about federal programs.

At that time, the GAO had independent objections to the ready-to-air news stories the administration’s provided to TV stations in order to promote it policies. The administration claimed the burden of disclosure falls to the TV stations.

Congress has now inserted a provision into an annual spending bill requiring federal agencies to include “a clear notification” within the text or audio of a prepackaged news story that it was prepared or paid for by the government.

Rep. Henry A. Waxman (D-Calif.) said “Careful oversight of this spending is essential given the track record of the Bush administration, which has used taxpayer dollars to fund covert propaganda within the United States.”

The seven agencies covered by the report are Commerce, Defense, Health and Human Services, Homeland Security, Interior, Treasury, and Veterans Affairs.

One Minute Cure}

One Minute Cure

by

B. Rogers

So why should YOU care about this?

Even if you happen to be one of the fortunate ones who have adequate health

insurance, that doesn’t guarantee that you’ll have PEACE OF MIND. Why? Because having adequate health insurance only means that the cost of your

medical care will be covered in the LIKELY event that you get sick.

Wouldn’t it be infinitely better if you DIDN’T

get sick at all?

Why, of course!

And if you think it’s NOT possible to avoid disease altogether, think again.

Preventing and curing disease is just a matter of identifying the CAUSE of disease — and getting rid of it. It’s really that simple!

What complicates the process of curing disease is that everybody has a different opinion as to what the CAUSE of disease is.

1) Some say VIRUSES are the culprit [e.g., the Human Immunodeficiency Virus (HIV) causes AIDS; the Human Papilloma Virus (HPV) causes cervical

cancer; the Influenza virus causes the flu, and so on].

2) Some insist that it’s MICROBES, GERMS or HARMFUL BACTERIA that cause disease.

3) Some say it’s the TOXINS in the food we eat, the air we breathe and the substances we consume that cause disease (e.g., carcinogens, neurotoxins,

heavy metals and toxic chemicals).

4) Still others say it’s our GENES that make us susceptible to acquiring one disease or another.

5) And then, of course, there are those that believe that the “mother” of all diseases is STRESS.

Which of the above do you think is the correct answer?

If you picked one or more of the 5 causes of disease listed above, your answer is incorrect. While all of the above do *characterize* most diseases, or might be *precursors* of disease, they do not CAUSE disease.

For example, viruses, microbes, germs and harmful bacteria do NOT cause disease. They do “seek their natural habitat — diseased tissue — rather than being the cause of the diseased tissue; e.g., mosquitoes seek the stagnant water, but do not cause the pool to become stagnant.” This is according to the famed “Father of Pathology,” Dr. Rudolf Virchow. Likewise, germs, bacteria, viruses and pathogens do not cause disease, but rather seek out environments where they can thrive best – and that is in oxygen-deprived bodies.

Neither do toxins, genes and stress cause disease. Rather, they bring about a condition in the body (oxygen deficiency) that, in turn, causes disease.

“The One-Minute Cure” is the first book that provides solid proof that the primary physical cause of all diseases is linked in one way or another to oxygen deficiency. In fact, many of the elaborate (and expensive) therapies offered by organized medicine take advantage of oxygen’s effect on

diseased cells. Most conventional cancer therapies, for instance, including chemotherapy and radiation therapy, produce oxygen-activated events that kill cancer cells. Another new cancer drug, verteporfin, increases the amount of oxygen within cancerous tumors, and this kills tumors more effectively than radiation alone. Interferon drugs, which are vastly prescribed for the treatment of multiple sclerosis, owe their efficacy to the fact that they

raise the body’s oxygen level.

It’s safe to conclude that many drugs basically work on the same principle of oxygenation described in “The One-Minute Cure” — but those drugs cost tens of thousands of times more than the one-minute, pennies-a-day, self-administered therapy presented in the book. Furthermore, the one-minute cure does not come with any of the adverse effects typically associated with toxic drugs and other radical medical therapies.

There are numerous oxygen-based natural therapies being offered for the prevention and so-called “cure” of disease, such as oxygenated water, oxygen-rich foods or supplements, or treatments that release oxygen into the

bloodstream. But they are not always effective in treating disease. While they may deliver oxygen to the blood, they don’t have an efficient mechanism for breaking the oxygen free from the hemoglobin molecules in the blood,

which means the oxygen is not delivered to the cells and tissues. Only when oxygen is delivered to the body’s cells and tissues can it eradicate disease.

The simple therapy you’re about to discover in “The One-Minute Cure” is *the only ONE* that uses a natural oxygenating substance which stimulates the movement of oxygen atoms from the BLOODSTREAM to the CELLS to a dramatically greater degree than is usually reached by all other means.

It does this by *increasing oxygen and hemoglobin disassociation*, thereby maximizing the delivery of oxygen from the blood to the cells, according to a

prominent doctor best known for treating AIDS patients with a holistic protocol which includes oxygen therapy (see page 97 of “The One-Minute Cure”).

Therefore, the one-minute cure is – hands down – the best health insurance anyone can have because although it doesn’t provide coverage in the event

you get sick, it does something better – it prevents you from getting sick in the first place. If you already have a disease, the one-minute cure brings your body to an oxygen-rich state where your disease can neither survive or thrive, get all the info ans more http://linkbee.com/BYAO

Thus, when you eliminate the CAUSE of virtually all diseases, it is literally impossible to get sick!

The one-minute cure is the only healing modality that effectively eliminates the REAL cause of disease – and the best part is that it can be self-administered at home, is safe to use, costs only 1-1/2 cents per day, and has no adverse effects when used properly.

Wouldn’t you want to give yourself this kind of health insurance, and give it as a gift to everyone you care about? here it is http://linkbee.com/BYAO.

Compelling evidence of a veritable cure-all…

“One-Minute Cure contains thoroughly researched material that indeed offers compelling evidence of a veritable cure-all for all diseases, take your health serious for your sake.
